Abstract: The way of the rise of great powers has shifted from "military force" to civilized creativity. A country can truly rise only when it is positioned at the high ground of human civilization and play a leading role in the world civilization. Therefore, China must make efforts to enhance the cultural soft power and build itself into a cultural power while continuing to strengthen its hard power. To realize the great rejuvenation of the Chinese nation has become a social consensus and the common goal of the whole nation, which results in the most powerful and lasting cultural innovation power. At the same time, the central government attaches great importance to cultural development, which lays the political foundation for the prosperity of culture, cultural environment optimization provides better soil and conditions for cultural growth, and the unique tolerance and integration of national traditional culture is conducive to learning from the results of world civilization. To achieve cultural prosperity and enhance cultural self-confidence, we should first not only pay attention to the past, but also to the present and the future. Second, as for the emerging European conservative trends, we should strive to take the cultural high ground while taking the political high ground. Third, we should update the way of thinking and values, strengthen policy guidance, and promote cultural output with the help of economic hard power.
